A ambitious journalist has made up his mind to expose the criminal and other illegal activities that are going on in the state. Unfortunately his investigation leads to his brutal murder. A young journalist named Shanti now decides to investigate his murder and bring the culprit to justice. One night she is returning home when she gets attacked and molested. Luckily a kind man named Shankar, played by Mithun Chakraborty comes to her rescue. She confides everything to him and consideres him her brother from then on. She then gives him a film roll that has critical evidence against Vishtar Nath who is an arms dealer and killer of the journalist.
Unfortunately when Shankar gives the film roll to the commissioner, he destroys it and falsely accuses Shankar in an RDX case. He is then beaten and tortured and then let go. However he then gets tied up by the corrupt police officers and shot several times. His sister Shanti comes to his rescue and takes him to the hospital in time. He is then attacked in hospital but this time he fights back and kills his attackers. Shankar now transforms into a brutal rouge and will not tolerate any kind of injustice anymore.
The movie is directed by Imran Khalid and produced by Surendra Srivastava. The music is composed by Pappu and Pawan. The star cast of the movie includes Kasam Ali, Mithun Chakraborty, Gajendra Chouhan,Mohan Joshi,Shakti Kapoor,Siddharath Dhavan,Tej Sapru,Mushtaq Khan,Anil Nagrath and Indira Krishnan.
