Bharat Nagar is terrorized by a gangster named Bhika who is supported by local politician Gulabchand, his son Bhushan who is a cop and DSP Anand. One day inspector Gurdayal finds enogh incriminating evidence against Bhika but before he could act on it, he is brutally killed. Bhushan is another hooligan who one day tries to molest an activist named Asha but is saved by her fiancé Vijay who is eventually killed by Bhika. Bhika is then murdered by Asha and she is arrested for it and kept in a isolated prison not allowed to meet anyone.
Bhushan is eventually replaced by S.P Jagdishan and arrests Bhika for the murder of a newspaper owner. The former if thus transferred into another city far away. In the meanwhile, Bhika is released from prison and he along with Gulabchand create havoc in the city once again. The film is directed by Abbas-Mastan and produced by Ranjit Verma. The music is composed by Pankaj Bhatt and the story is written by Ranjit Harma. The star cast includes Raj Babbar,Jeetendra,Kiran Kumar, Madhavi,Sonu Walia and Kunika.
