Chhote Sarkar is a Crime-Thriller Emotional Romantic Drama Film exceptionally crafted by K. Shankar. The Story revolves around the life of Twins Brothers- Moti and Raja (played by Shammi Kapoor), living in a happy family- whereas, Moti is loved y everyone, and Raja is considered as an Idiot who just Paints without helping anyone.
