Two top encounter specialists of the Mumbai Police, Pundit, played by Sonu Sood and Inamdar, played by Naseeruddin Shah, fight for power in their own right. Their fight goes through a series of issues like politics, money laundering, land sharks and fake encounters. They go to the extent of even killing each others informants and divide the police force. Inamdar frames Pundit and gets him suspended at one point and Inamdar is removed from his position through Pundit in another.

Meanwhile Pundit is a staunch follower of minister Tiwari, who is now gearing up for elections. Pundit enters Tiwari's home and shoots him and his accomplices. It is later revealed that earlier Tiwari had accepted a bribe from the Home Minister to kill Pundit, and in stead his men end up killing Pundit’s wife. Pundit then decides to leave the city with his daughter and goes to the train station but Inamdar reaches there and begins shooting at the crowd. Many people die but Pundit manages to put his daughter on the train with his brother and gets shot by Inamdar. Before dying he shoots Inamdar and both of them die.
