ACP Angel Wilson, played by Randeep Hooda tries to commit suicide but his superiors stop him and ask the reason. He tells them how it was his fault that the recent bombings have taken place and narrates the story of the rise of the notorious underworld lords. Mirza, played by Ajay Devgn as a child came from Madras to Mumbai after his house is destroyed in the floods. He earns a very meager amount and still likes to help people. This earns him the name of ‘Sultan’. As a grown man he is a underworld don who is still kind-hearted and generous.
Shoaib, played by Emraan Hashmi, on the other hand has always been a problem being too over ambitious. He constantly gets scolded and hit by his father. Fed up of his behavior his father who is a sub-inspector goes to Sultan for help. Sultan helps him by opening an electronics shop to keep him occupied but Shoaib has bigger plans, in fact he wants to be like Sultan and idolizes him. He request Sultan to let him join his gang and he agrees. He hands over his reigns to Shoaib and goes to Delhi for elections. Shoaib creates havoc in the city by smuggling illegal liquor, accepting contact killings, drug peddling, extortions, etc. Sultan returns and on hearing of Shoaib’s acts get furious and slaps him at a party in public. Shoaib is humiliated and furious, he vows revenge. At a rally while Sultan is giving a speech, Shoaib assassinates him. In the present day Shoaib has settled abroad but has the entire Mumbai underworld in his pocket.
The movie is directed by Milan Luthria and produced by Ekta Kapoor and Shobha Kapoor. The story is written by Rajat Arora. The music is composed by Pritam.
