Deputy commissioner Khanna and advocate Jyoti are in love and plan to marry soon. Meanwhile Khanna takes his job ver seriously and nabs Vikram and Shakaal while they are kill three innocent people. Vikram’s father is a corrupt but influential minister who uses his power to release Vikram and Shakaal. The duo kill Khanna in cold blood and conveniently return back into jail. Jyoti has witnessed this and brings the criminal duo to the court. But without evidence they are both released. Meanwhile they kidnap Jyoti and rape her younger sister Nisha in front of her eyes. This leaves Nisha disturned and tramatized and unable to continue her normal life. A furious Jyoti swears vengeance and takes the law in her own hands.
