A dreaded underworld don named Kali Prasad has been terrorizing the city of Dharmpura. No one dares to oppose him even though they know he is wrong. He easily kills and disposes off people without any fear of the law. When constable Karamveer tries to defy Kali he not only beats him black and blue but also abducts and rapes his wife and kills her. When Durga’s husband tries to interfere with Kali, he is killed mercilessly in front of his wife. When inspector Ajay Shrivastav arrest Kali, he is released because of lack of evidence. He is then killed in front of thousands of spectators. The only one who comes forward to speak against Kali is a school teacher named Laxmi. She is warned to take back her complaint, but when that does not happen, she is publicly disrobed.
The film is directed by N Chandra and produced by RamojiRao. The music is composed by Ravindra Jain. The star cast includes Sujata Mehta, Arvind Kumar, Charanraj, Rohini Hattangadi, Nana Patekar, Mohan Bhandari and Ashok Saraf.
